Highmark and Independence Blue Cross of Philadelphia have decided not to pursue their proposed merger, a process that began in April 2007. The Pennsylvania Insurance Department had made it clear that it would not approve the merger unless the companies relinquished either the Blue Cross brand or the Blue Shield brand, and the companies refused to do so. They say now that they will continue to work together. Highmark's HVHC subsidiary is the parent of Eye Care Centers of America, Davis Vision and Viva International.
